According to Operational Regulations of Ming Yang High School, the General Service Division is in charge of the following:

 

  1. Roster Custody Division:
  2. This division keeps the record on students who enter and leave the school and registers and manages the fingerprints and status book and takes pictures of students. It also keeps the money and belonging of the student in custody.
  3. We take in under-aged inmates sentenced to a fixed term of imprisonment until they reach 23 years old.
  4. We have started to take in juveniles with offense against sexual autonomy from September 1, 2005.

 

  1. Document and General Affairs Division:
  2. File management: Since the enforcement of the Archives Act on January 1, 2002, file management has become computerized and systematic. All files have been put into archive. Every year before January and July 10, we send file directories of the first half year online to National Archives Administration National Development Council for announcement.
  3. Property management: We manage our property based on the Nation-Owned Public Property Management Manual, Article Management Manual, Dormitory Management Manual and Vehicle Management Manual. We perform inventory on properties and non-consumables every year.
  4. Cashier: We pay wage and all kinds of overtime or on-duty pay. We handle income tax, retirement deduction for labor and health insurance, and accounting electronic cashier. We also carry out examination regularly according to the Accounting and Statistics Office and the bank.
  5. Receipt and forwarding: We have staffs in charge of all the receipt and forwarding work, and receive and forward official documents.
  6. Seal custody: We produce, enable, manage the seal and put the seal in custody according to the Ordinance
    of Production, Issuance, Commencement, Management and
    Replacement of Seals, and the Cancellation of Obsolete or
    Damaged Seals.
  7. General affairs: To facilitate general affairs effectively, we divide the working area into high amount purchase (above NT$ 100,000) and the purchase of general goods (below NT$ 100,000). We open bids according to the Government Procurement Act, including contract and purchase of equipment, and contract of repair and maintenance. For the purchase of general goods with total amount below NT$ 100,000 and above NT$ 50,000, signing approval is required and we need to obtain quotation from at least three vendors, and bargain with at least three vendors. For the purchase of general goods with total amount below NT$ 50,000 and above NT$ 30,000, signing approval is required and we need to obtain quotation from at least three vendors, compare prices and acquire signing. For the purchase of general goods with total amount below NT$ 30,000 and above NT$ 10,000, we need to acquire signing approval.

 

III. Implementation of food purchase and management:

  1. Each student can enjoy staple and non-staple food that cost NT$ 2,400 per month, including rice, oil, salt, soy bean, flour, vegetable and grocery.
  2. The breakfast on Monday, Wednesday, Friday and Sunday is porridge and two side dishes. The breakfast on Tuesday, Thursday and Saturday is soy milk, steamed bun, thickened vermicelli, and green onion meat pie. The lunch and dinner each includes three dishes and one soup or sweet soup. Fruit is provided at least twice a week.
  3. For our student meal, we pay attention to nutrition balance and sanitation. We convene a meal group meeting once a month and improve our meals based on opinions from students.

 4. We hold joint open-bid for non-staple food purchase based on the rules from the Ministry of Justice. We buy a large volume with low price to buy non-staple food with great quality and low price. We assign specialists to perform acceptance. The Accounting and Statistics Office carries out supervision and inspection and the Civil Service Ethics Office carries out spot check to ensure quality.
